Document Center Technician

The position is responsible for the functionality of a comprehensive document storage and retrieval program directed at assuring quality, security and integrity of data.  Duties include providing courier and mail services to assist business units, track and process incoming payments, and maintain office supplies and forms.   The position also performs a full range of support tasks according to established criteria and procedures.

Primary job duties include: Operates, maintains, and services scanners, copiers, and other machinery for document retention, retrieval, and triggering workflows to the business units. Processes and scans daily checks for deposit, ensuring all appropriate information is included; determines appropriate routing of the checks. 

Minimum Qualifications: 

  • A high school graduate.
  • Four (4) year of experience in an office environment.
  • Ability to lift 50 pounds regularly.
  • Maine driver’s license in good standing.
  • Use of personal vehicle daily.  

Preferred Qualifications

  • Experience using digital imaging equipment.
  • Associates Degree in a related field.

Employer Services Technician

This work is focused on providing technical support to the State of Maine, teacher and participating local district employers within the Employer Reporting Unit.  The incumbent must have knowledge of the statutes governing and the rules and regulations pertaining to the System.  Responsibilities include determining compliance in reporting through review and analysis of payroll report information and forms.  Incumbent also serves as primary liaison for a number of assigned employer payroll reporting contacts.

Primary job duties include: Provides highly detailed technical assistance to payroll/human resource/finance personnel of school districts, state agencies and participating local districts, assists with determining the accuracy of employers payroll data, and Explains general eligibility requirements. Obtains service and/or payroll records for members and/or employers through research and review of internal sources and obtaining required forms from employers. Reviews a variety of system-generated reports, documents and information provided electronically in order to monitor and assess compliance of employers with MainePERS payroll reporting procedures and practices. Develops and maintains a thorough understanding of all rules, policies, and procedures pertaining to payroll reporting standards for both the MainePERS Defined Benefits plans and MaineSTART. Documents and monitors necessary adjustments, revisions and corrections to ensure proper follow up and resolution of employer payroll reporting issues.

Minimum Qualifications: 

A high school diploma is required plus four (4) years of responsible, self-directed work experience in an office environment or A.S. degree in accounting or business administration.

Preferred Qualifications

Office work experience that demonstrates data gathering skills, the ability to apply complex mathematical computations, familiarity with the use of computers and specialized software, and the ability to retrieve information by utilizing a wide variety of resources.

Computer Operations Technician

The incumbent has prime responsibility for the installation, operation and maintenance of user desktop computing equipment and peripherals, and end-user training.  Additional responsibilities include assisting in the daily operation of the MainePERS data center, installation and support of desktop computing equipment, installation and support of printers, tracking and ordering of supplies and spare equipment, and the development and maintenance of Operations documentation. Work is performed under limited supervision.

Minimum qualifications: 

Four (4) years of experience working in a computer operations environment providing a solid working knowledge of computer operations plus nine (9) college credits in Computer Science; or other equivalent experience and/or training demonstrating comparable knowledge.

Preferred Qualifications

An Associate’s degree in Computer Science, Business Administration or a related field from an accredited college or university.

Account Representative – Service Programs/Survivor Services

The Survivor Services/Service Programs department seeks an Account Representative to join their team.

Primary job duties include: Acts as account representative to assigned employers.

This position performs initial determination, and review of life insurance, along with benefit and beneficiary determination of group life participants. They will work with refunds or billing as applicable, act as liaison to other units on issues relative to group life insurance and death benefits and responds to member, or beneficiary questions concerning group life or the status of life insurance claims, as well as works collaboratively with unit co-workers and other agency staff.

Minimum Qualifications:  High School Diploma.  Four (4) years of related responsible experience, that demonstrates solid customer service skills:  good listening and respectful communications; consistency in reviewing and assuring the accuracy of financial and written information prior to distribution; and fidelity to basic accounting principles.  Previous work history must include practical experience with basic computer applications.

Preferred Qualifications:  Associate degree in business, finance, customer service or other related field.

Disability Specialist

Primary job duties include: Work in this position primarily focuses the oversight and evaluation of applications for disability retirement within the fiduciary responsibility of the System.  Tasks include the following:  reviewing and analyzing medical reports and employment histories; eliciting relevant information from applicants/recipients and employers in interviews and otherwise; preparing facts and consulting with the Medical Reviewers to interpret the information and identify the functional limitations of the specific conditions; acts as designee to the Chief Executive Officer regarding eligibility and continuing eligibility for disability benefits.  Specific projects and areas of concentration are assigned as needed. 

Minimum qualifications: 

  • Qualified applicants must have a Bachelor’s degree and two (2) years of progressively responsible administrative experience–OR-
  • Associate’s degree in a relevant field and five (5) years of complex administrative or technical experience.  
  • At least one (1) year of experience must be in the application of complex laws, rules, regulations, policies and procedures.
  • Demonstrate strong analytical thinking and writing skills.
  • Must have interpersonal skills to deal effectively with diverse populations including physically and mentally incapacitated persons.
  • Must be skilled in operating word processing and other office automation equipment and be capable of extended periods of time engaged in computer terminal operations.

Additional Desired Qualifications: 

  • Experience which demonstrates interviewing and other skills necessary to evaluate medical reports and related data to make complex determinations of eligibility for benefits or services.
  • Experience relating to disability determination or vocational rehabilitation.

Associate General Counsel

The Legal Department seeks an Associate General Counsel to provide counsel, advice and assistance to the Maine Public Employees Retirement System (“MainePERS”) by providing legal advice and support to the organization’s business units; reviewing, analyzing, and negotiating investment and procurement contracts; assisting in rulemaking proceedings; researching and preparing responses to freedom of access requests; assisting in the oversight of MainePERS administrative appeals process; supervising outside counsel; supervising legal staff when the General Counsel is unavailable; and other duties as assigned. At all times, the Associate General Counsel reports directly to and acts under the direction and supervision of the General Counsel. The successful applicant will possess strong personal and professional ethics.

Minimum qualifications: 

  • Juris Doctor or equivalent degree from an accredited law school.
  • At least five years of progressively responsible experience in a comparable legal environment with a focus on one or more of the essential functions identified above.

Desired Qualifications: 

  • Current membership in good standing with the Maine Board of Overseers of the Bar and licensed to practice in Maine.
  • At least two years prior experience in one of the following: (1) reviewing, analyzing and negotiating private market investment documents or (2) tax law applicable to public pension plans.

Senior Programmer Analyst

The Maine Public Employees Retirement System is seeking a Senior Programmer Analyst. This is advanced technical data processing work involving the development and maintenance of highly complex computer applications.  Responsibilities include designing, developing, and maintaining complex application.  The most important aspects of this classification include the assessment of requirements from the users, the translation of logical designs into technical solutions, the design of solutions to programming problems, clear communication of proposed solution to a non-technical staff, structured testing, and project management from conception to installation.  Work is performed under limited supervision.

Minimum qualifications:   A bachelor degree in Computer Science, Business Administration or other acceptable bachelors degree from an accredited college or university and two (2) years of computer programming experience demonstrating increasing responsibility.

Preferred qualifications:  ORACLE development experience; experience with SQL or PL/SQL; MS Access/Word/Excel; UNIX

Pension Associate I

The Maine Public Employees Retirement System is seeking to fill five (5) Pension Associate I positions. This is an entry-level position in the Pension Associate Job Series.  Work in this position primarily focuses on benefit-related tasks involving regular plan participants in a single discipline (state, PLD, or teacher).  The work performed by this position generally includes review or verification by experienced employees until proficiency is demonstrated.

Minimum qualifications

  • High school graduation plus four (4) years of responsible, self-directed work experience that demonstrates excellent customer service, research and analysis, computational, computer skills and the ability to work under limited supervision.

OR

  •  Post-secondary degree and two years related work experience.
