Brian Noyes

Brian H. Noyes, Board Chair

Brian H. Noyes is Vice President of R. M. Davis, Inc. in Portland and currently serves as Board Chair. R. M. Davis, Inc., is an employee owned investment manager providing financial advisory services as well as counseling, personal affairs management, and trustee services. Before joining R. M. Davis, Inc., Brian was Vice President and Consulting Group Associate for Shearson Lehman Hutton from 1984-1989. Brian graduated from the University of New Hampshire in 1980, is a member of the CFA Institute and Boston Security Analysts Society, Inc., and Maine Analyst Society. He is a Charted Investment Counselor and a Charted Financial Analyst. Brian has served on many community boards and advisory committees, including The Governor’s Academy, Baxter State Park, Megantic Fish and Game Corporation, Forest Society of Maine, Maine Medical Center and Maine Health’s Investment Committee.

Richard T. Metivier

Richard T. Metivier, Vice Chair

Appointed by the Maine Municipal Association

Richard T. Metivier was appointed in 2007 by the governing body of the Maine Municipal Association. Mr. Metivier had over three decades of experience in Lewiston city government, and had served as the City’s Director of Finance for 30 years before retiring in 2010. A graduate of Husson College in Bangor, he is an active member of the Government Finance Officers Association (GFOA) and its regional and State affiliates, and has held a number of leadership positions with the Androscoggin Valley Council of Governments, Maine Municipal Health Trust, Lewiston Municipal Federal Credit Union, and other organizations.

Henry Beck

Henry Beck, State Treasurer

Henry Beck was elected in 2018 by a Joint Convention of the 129th Maine Legislature to the office of State Treasurer. Beck served on the Waterville City Council from 2005 to 2009, and in the Maine House from 2008 to 2016. Beck is a 2009 graduate of Colby College. Beck attended the University of Maine School of Law while serving in the Maine House and graduated on time in 2014. As an attorney in private practice, Beck represented clients involved in serious criminal matters and business and tax disputes. Treasurer Beck’s family came to central Maine nearly one hundred years ago and started a roofing company that is still operating

John S. Beliveau

John S. Beliveau

John S. Beliveau is a Managing Director and Portfolio Manager at H.M. Payson & Company, a Maine Trust Company and Registered Investment Advisor with the offices in Portland. Prior to joining H.M. Payson & Co., Mr. Beliveau was Vice President of Manchester Capital Management. He received his Bachelor’s Degree from Saint Anselm College and his Master’s Degree from the University of Oregon. Mr. Beliveau is a member of the Maine CFA Society, Financial Planning Association. Mr. Beliveau spends his free time hiking, fly-fishing and Nordic skiing with his family

Shirrin L. Blaisdell

Shirrin L. Blaisdell was appointed by Governor LePage to the MainePERS Board of Trustees in June, 2013.  Ms. Blaisdell joins the Board as a MainePERS member with over 30 years of progressively responsible experience in finance and administration.  She served the State of Maine in positions with Maine Revenue Services, Office of Fiscal & Program Review and most recently as Acting State Budget Officer for the Bureau of Budget until her retirement in January 2013.  Educated at the University of Maine-Augusta and the University of Maine-Orono (UMO), she earned her BA in Sociology from UMO in 1974.  Ms. Blaisdell has two grown children and resides in Manchester with her husband, Stephen.

Nathan Burnett

Nathan Burnett

Elected by the Maine Education Association Representative Assembly

Nathan Burnett was elected by the Maine Education Association Representative Assembly in 2023. Nathan started his math teaching career at Sacopee Valley High School in 2012 in Hiram. He contributes to his school’s culture by organizing the annual junior class trip to Quebec. Additionally, Nathan is the coach of the math team, president of
Pi-Cone South Math League, and secretary for Maine Association of Math Leagues (MAML). Services to his profession include holding the office of vice president of his school’s teacher’s association, serving on contract negotiating teams, and working on the MEA budget committee. Nathan, together with his wife, serves his community by actively participating in the Porter Grange #569 (treasurer), the Francis Small Heritage Trust (trustee), and the Ossipee Valley Music Festival (entrance gate coordinator). He earned a BA in Economics and a BA in Math from the University of Maine.  Nathan and his wife, Beth, reside in Hiram. Nathan enjoys hiking and camping, woodworking, culinary arts, and home brewing.

Kirk Duplessis

Kirk Duplessis

Appointed by the Maine Service Employees Association Board of Directors

Kirk Duplessis was appointed by the Board of Directors of the Maine State Employees Association Local 1989 of the Service Employees International Union as its Board representative in January 2024.  Kirk has an extensive background in information technology within several state government agencies including as a Data Analysist at the Bureau of Labor Standards and the Office of Program Evaluation and Government Accountability, and currently as the Business Data Analytics Specialist within the Department of Health and Human Services.  Prior to his service with the state of Maine, he was employed by Central Maine Power as a Lead Analyst and Project Manager.  Kirk received his Bachelor of Science and Master of Science degrees from McGill University. 

John Kimball

John H. Kimball is a retired high school teacher from Norway, working with S.A.D 52 in Turner from 1974 to 2003.  He served as an Adjunct Mathematics Instructor for Central Maine Community College from 2007 to 2011.  He currently volunteers for the North Waterford World’s Fair Association, and is President-for-Life of Oxford County Education Association – Retired, and is Chair of the Finance Committee of the Trustees of Leavitt Institute. He also served as a Committee Chair for a trust fund established by Blue Cross/BlueShield of Maine with the responsibility to invest trust funds. John was the active teacher trustee for MainePERS from 1988 – 2005, serving as Vice Chair from 1992 to 2005.  He holds a Bachelor of Science in Business Administration from the University of Maine, Orono.
