Current Legislation

MainePERS tracks proposed legislation related to the programs we administer during each legislative session. Below you will find the legislation introduced during the current session of the Maine Legislature. Included is a brief overview of the bill, a copy of the original proposed legislation (which is referenced by its legislative document [LD] number and title) along with any testimony submitted by MainePERS regarding the proposal.

LD 137 – An Act to Expand the 1998 Special Retirement Plan to Include Employees Who Work for the Office of Chief Medical Examiner

Summary:  This bill would change the plan in which certain employees of the Office of Chief Medical Examiner participate from a regular plan to the 1998 Special Plan.

LD 579 – An Act to Include Certain Mental Health Workers Under the 1998 Special Plan for Retirement

Summary:  This bill would change the plan in which certain employees of the Department of Health and Human Services participate from a regular plan to a special plan.

LD 1003 – An Act Establishing the Retirement Benefit Improvement Fund

Summary:  This bill would create an account for the accumulation of funds to increase the COLA benefit base within the State/Teacher plan. Funds would be provided from year-end unappropriated General Fund surpluses.

LD 1236 – An Act to Address Employee Retention of State Employees Who Are Firefighters at Bangor International Airport

Summary:  This bill would establish a special service retirement plan for firefighters employed by the Maine Department of Defense, Veterans and Emergency Management at Bangor International Airport.

LD 2022 – An Act to Clarify the Setting of Group Life Insurance Coverage Levels Under the Maine Public Employees Retirement System

Summary: This bill changes the source of information used to set up group life insurance (GLI) coverage levels under the Maine Public Employees Retirement System.

LD 2085 – An Act to Modify Service Retirement Provisions to Include Additional Emergency Communications Positions in the 1998 Special Plan

Summary: This bill would move 2 positions to the 1998 Special Plan at the request of the Department of Public Safety.

LD 2145 – An Act to Decrease Offsets to Disability Retirement Benefits

Summary: This bill would increase from 80% to 100% the percentage of a person’s average final compensation which may be the total of MainePERS disability retirement benefits and workers’ compensation benefits before the offset of workers’ compensation benefits begins.

LD 2169 – An Act to Improve the Public Employees Disability Retirement Program by Modifying Provisions Controlling the Reduction of Benefits and Clarifying Terminology

Summary: This bill would enhance the MainePERS disability retirement program by streamlining certain calculations, increasing the amount considered to be “substantially gainful activity” and making other member friendly changes.
