MainePERS tracks proposed legislation related to the programs we administer during each legislative session. Below you will find the legislation introduced during the current session of the Maine Legislature. Included is a brief overview of the bill, a copy of the original proposed legislation (which is referenced by its legislative document [LD] number and title) along with any testimony submitted by MainePERS regarding the proposal.

LD 89 – Resolve, Regarding Legislative Review of Chapter 201: Employer Reporting and Payments, a Major Substantive Rule of the Maine Public Employees Retirement System
Summary: This Resolve provides for legislative review of provisionally adopted MainePERS Board Rule Chapter 201, which sets out requirements regarding employer reporting and payment of contributions and premiums.
LD 137 – An Act to Expand the 1998 Special Retirement Plan to Include Employees Who Work for the Office of Chief Medical Examiner
Summary: This bill would change the plan in which certain employees of the Office of Chief Medical Examiner participate from a regular plan to the 1998 Special Plan.
LD 240 – An Act to Create Consistency in Retirement Service Benefits Deferral under the Maine Public Employees Retirement System
Summary: This bill would allow certain retirees from the State Employee and Teacher Retirement Program with a portion of their benefits based on participating local district (PLD) service to defer the receipt of the PLD benefit until normal retirement age.
LD 462 – An Act to Amend the Eligibility Criteria for Creditable Service in the Armed Forces of the United States Under the Maine Public Employees Retirement System
Summary: This bill would expand the time periods governing creditable military service to include certain service in Lebanon and Grenada.
LD 579 – An Act to Include Certain Mental Health Workers Under the 1998 Special Plan for Retirement
Summary: This bill would change the plan in which certain employees of the Department of Health and Human Services participate from a regular plan to a special plan.
LD 794 – An Act to Include Judicial Marshals in the 1998 Special Plan for Retirement
Summary: This bill would change the plan in which certain employees of the judicial branch participate from a regular plan to the 1998 Special Plan.
LD 900 – An Act to Protect State Retiree Pensions from Inflation
Summary: This bill proposes to increase the Cost of Living Adjustment (COLA) base and COLA percentage cap for the State/Teacher plan.
LD 1003 – An Act Establishing the Retirement Benefit Improvement Fund
Summary: This bill would create an account for the accumulation of funds to increase the COLA benefit base within the State/Teacher plan. Funds would be provided from year-end unappropriated General Fund surpluses.
LD 1021 – An Act to Remove Certain Cost-of-living Adjustment Restrictions for Retired Members of the Law Enforcement Bargaining Unit Who Are 65 Years of Age or Older
Summary: This bill would apply a 3% cost-of-living adjustment (COLA) to the entire benefit of certain retirees who retire at age 65 or older.
LD 1025 – An Act to Allow Federal Civil Service to Count for Purposes of Maine Public Employees Retirement System Benefits
Summary: This bill would allow MainePERS members of the State/Teacher Plan with prior federal employment to purchase up to 5 years of service credit.
LD 1040 – An Act to Raise the Cap on Retirement Benefits for Certain State Employees and Teachers to Which a Cost-of-living Adjustment Is Made
Summary: This bill would raise the benefit base on which a cost-of-living adjustment (COLA) is applied to $40,000 as of July 1, 2026.
